Prime Minister Giorgia Meloni confirmed the ongoing discussions but denied finalizing any agreement. She also dismissed rumors of private meetings with Elon Musk. “Any decision will prioritize Italy’s national interests,” she stated.
Giangiacomo Calovini, an MP from Meloni’s Brothers of Italy party, said Italy is weighing its options. He noted that Europe has yet to offer full technical and security assurances for the IRIS² project. This €10 billion EU initiative aims to create a secure satellite network for both defense and commercial use.
Sovereignty and Security Concerns
While SpaceX offers cutting-edge, cost-efficient solutions, concerns about data sovereignty persist. Andrea Stroppa, Musk’s representative in Italy, assured that Italy would retain full control over its data under any agreement. Critics, however, remain cautious. They argue that Starlink’s system could monitor unusual communication patterns, potentially compromising security.
Frediano Finucci, author of The Great Game of Satellite, emphasized the risks of relying on external providers. “Even with encryption, Starlink could detect traffic spikes. This poses vulnerabilities for operational security,” he warned.
Historically, Italy has depended on France for secure communication systems. While France is a trusted ally, Musk’s involvement complicates the decision. “The concern isn’t about American technology. It’s about Musk’s control over that technology,” Finucci explained.
