The European Parliament voted 378 to 152 against a resolution on smoke-free environment recommendations, with 26 abstentions. Right-wing amendments derailed initial support for the proposal.
The proposal, backed by the EPP, S&D, Renew Europe, and Greens/EFA, faced amendments from the ECR. These amendments, supported by most EPP members, altered the resolution significantly.
Right-Wing Amendments Spark Controversy
The amendments sought to regulate e-cigarettes and heated tobacco products differently from traditional tobacco. This shift drew criticism from S&D negotiator Alessandra Moretti, who accused right-wing groups of taking an “anti-scientific position.”
The original proposal aimed to broaden smoking bans, including outdoor spaces and innovative nicotine-free products. Patriots for Europe opposed the resolution, arguing tobacco regulation is a national, not EU, matter.
The European Council will consider the Commission’s proposal during an upcoming health ministers’ meeting. Though non-binding, the guidelines aim to reduce tobacco-related cancer risks.
